Position Description: Transition of Perioperative Leadership Model Conceptual Narrative/Talking Points
? As we work towards the future of HUP and an expanded geographic footprint, there is a need to step back and evaluate our current structures and processes to ensure that we are serving patients optimally.
? The expansion of Perioperative Services to include procedures more broadly is an important strategic approach that will enhance the safety and quality of care for all patients undergoing procedures at HUP through the development of a single standard of care for all patients undergoing procedures.
? Work over the past 18-months in the EP and Cath labs has begun to move us in this direction. Under perioperative leadership, workflows and processes in these areas have been redesigned to improve patient flow and efficiency. We are in the early stages of discussion about incorporating Women’s Health procedures under this umbrella and it is anticipated that other procedural areas could follow.
? This strategic approach requires a different leadership structure that includes a Physician Leader and a Chief Administrative Officer dyad.
? The Physician leader will serve as a member of the HUP Executive Team and provide thought leadership in the procedural spaces. This individual will work with HUP leadership in the Procedural/Operative, Anesthesia, Nursing and other supporting departments. They will set strategic goals, provide oversight for key procedural operations, enhance physician engagement, and help ensure the highest quality patient care.

The Chief Administrative officer for Procedural Services will serve as the business and operations resource for procedural areas at facilities within the Hospital of the University of Pennsylvania (HUP) and facilities performing procedures that are operating under the HUP license. They will also serve as a member of the HUP Executive team and will be an integral member of the Periprocedural leadership team.
Position Summary:
The Chief Administrative Officer (CAO) for the Hospital of the University of Pennsylvania (HUP) Perioperative and Procedural Services will have overall responsibility for the successful development, implementation and alignment of operational, strategic and programmatic initiatives for HUP Perioperative and Procedural Services. This scope will include all operative and selected procedural services in the region that are being provided on the HUP license.
The core responsibilities will include:
Provide administrative leadership for the HUP OR Executive Committee, and the HUP OR Executive Committee overseeing the coordination of outpatient, and inpatient care of operative/procedural patients.
Development and oversight of the quality and performance improvement programs for HUP Procedural Services in alignment with stakeholders throughout the Health System.
Participation on hospital and faculty practice leadership teams; work with the relevant Department Chairs, Division Chiefs, Department COOs, Executive Directors and leaders at other Entities to manage/negotiate the complex needs of various stakeholders across the Health System in realizing the strategic goals of Procedural Services.
Work in concert with Physician partners to ensure that operational, strategic and programmatic initiatives consistently adhere to all regulatory requirements.
Work with relevant partners to ensure that complex decisions are always aligned with the principles of finance, patient safety and the highest levels of patient care.
Collaborates with key stakeholders on developing the capital requests annually; Leads the process for annual budget development.
The CAO of HUP Procedural Services reports directly to HUP CEO or their designee and is a member of the HUP executive team.
Clinical Operations Management Oversight
Minimum Requirements: Master's Degree: Advanced degree in business or a clinical discipline such as nursing, health care administration, or similar is requirements and 7-10 years experience within procedural services in complex health care system.
