Job Description

Purpose of Job
- The Vice President Patient Services/Chief Nursing Officer (CNO) is responsible for setting the vision and strategy for bedside care, clinical and professional services at Methodist Jennie Edmundson Hospital.
Job Requirements
- Education
  - Graduate of Accredited School of Nursing with Bachelors of Science in Nursing (BSN) required.
  - Master's degree in Health/Hospital Administration, nursing or relevant field required.
- Experience
  - Minimum of 5 to 7 years working in a middle to upper management position managing and developing clinical staff and/or programs.
  - Minimum of 5 years clinical experience as a healthcare clinical practitioner required.
- License/Certifications
  - Current valid RN License with valid compact multistate license to work in Nebraska or Iowa (work state), or a temporary permit while awaiting licensure required.
- Skills/Knowledge/Abilities
  - Knowledge of current professional nursing concepts and principles, management principles, regulatory agency standards, such as The Joint Commission (JC), Medicare, Occupational Safety and Health Act (OSHA), etc.
  - Ability to interpret financial data and productivity reports, guide, direct/lead a major division.
  - Skill in promoting positive relations when interacting with patients or other customers.
  - Advanced problem solving, communication, negotiating, change agent and confrontation management skills. Skill in team building, and delivering effective oral and written communication to staff, president, division managers, and physicians.

Essential Job Functions
- Promotes positive relations when interacting with patients, visitors, families, physicians, customers and co-workers.

- Develops a collaborative relationship and serves as an administrative liaison with the Medical staff.
  - Discusses and provides feedback on suggestions, complaints, and requests relating to the day to day operation of the hospital.
  - Builds credibility with physicians as a champion for patient care, quality and nursing professionalism, Establishes professional and ongoing positive working relationships with the Jennie Edumundson Hospital Medical Staff.
  - Collaborates with medical staff in determining needed patient services. Collaborates with physicians to develop patient care protocols, policies, procedures and determine patient care equipment and facility needs.
  - Provides input and assists with recruiting efforts of physicians. Follows up with inquiries and is instrumental in touring and introducing prospective physicians to hospital services.
- As appointed, relates with appropriate external boards and community agencies and regularly attends scheduled meetings.
- Plans and insures that system for delivery of nursing care is based on need, best practice, fiscal resources, skill levels, and appropriate staffing patterns.
  - Utilizing internal and external resource information, directs changes and alterations of nursing system as necessary.
  - Conducts personal management interviews with directors. Arranges appointments regularly to discuss unit activities, staff concerns, operational problems, etc.
  - Assures that a nursing division representative participates in an annual meeting with nursing educators to influence curricula involving clinical and other learning experiences. Attends Coordinating Committees of both affiliate programs as a nursing representative.
  - Approves criteria for employment, deployment and assignment of nursing staff members. Reviews employment criteria, assignment responsibilities, patient requirements for care, numbers and mix to meet patient needs, mode of delivery, and numbers of staff to assure optimum care of patients.
  - Assures the implementation of a Performance Improvement program is developed. Reviews with performance/quality improvement staff and approves submitted plans. Insures plans meet Hospital requirements and acts upon reports and summaries related to patient outcomes and performance issues.
  - Approves policies/procedures, staffing plans, and nursing standards of patient care and standards of nursing practice. Prior to implementation, reviews revisions, policies/procedures and standards to assure description guides patient care requirements and patient population needs.
  - Plans and ensures continuum of care options for managing patient throughout (admission, discharge, transfers, long term care). Collaborates with Utilization/Case management to assess the utilization criteria model and involve physicians in on-going utilization management practices.
  - Insures that regulatory agency standards are met regarding OSHA, Department of Inspections, etc. in appropriate areas of responsibility. Holds directors accountable for meeting standards in their respective area.
  - Serves as an administrative representative during survey visits. Accompanies survey team as assigned and assures documentation and materials are organized and available and that deficiencies are addressed.
- Participates as a member of the Executive Management Team.
  - Attends meetings and participates as appropriate.
  - Serves as administrative representative on selected medical staff committees as determined by the chief Executive Officer. Recommends agenda items and follows up with action items as appropriate.
  - Addresses complaints/concerns of staff, physicians and public. Meets with concerned individuals about complaints or problems and follows up with written feedback as appropriate.
  - Attends Board of Director meetings and Performance Improvement Subcommittee meetings. Contributes or prepares presentations as appropriate.
- Acts as a major contributor to the philosophy of nursing department.
  - Practices through actions the philosophical beliefs as written.
- Participates in seminars, formal education class, etc. to improve leadership and management skills.
  - Attends workshops/seminars or formal classes yearly.
- Develops a strategic plan for nursing.
  - Utilizes the resources of the Nurse Executive Council for planning purposes.
  - Distributes the strategic plan to nurse managers and the Nurse Executive Council.
  - Evaluates the progress of the plan quarterly and redirects the course of action as needed.
- Evaluates, selects and integrates health care technology and management information systems that support/improve the provision of patient care.
  - Participates in meetings to guide nursing care activities and systems/technology.
  - Insures that nursing data is merged with clinical, fiscal, and management information. Analyzes turnover, absenteeism rates, productivity summaries, and other essential data and reports and assures that a plan of action is developed if necessary.
- Provides input into the overall hospital strategic plan.
  - Attends and contributes to hospital strategic planning meetings and translates into operational implementations.
- Selects, promotes, counsels, disciplines, trains, and terminates department directors.
  - Documents interviews, counseling, disciplinary action and termination.
  - Insures adequate training and provides opportunities for development.
  - Conducts performance appraisals. Completes performance appraisal within 1 month following the due date.
  - Instrumental in staff retention and provides input in the recruitment process. Reviews activities for the purpose of communication, administrative direction, and overall focus.
  - Identifies clinical/theory deficiencies of directors. Directs staff to appropriate learning opportunities. Presents formal and informal education programs to managers and/or staff to improve level of practice.
- Assures that a formal competence assessment program is developed for nursing.
  - Prepares annual report for President and Board of Directors describing the levels of competence and competence maintenance functions.
- Promotes a marketing approach for the nursing division.
  - Encourages creativity and insures nurse managers/Directors promote the hospital through unit goals and objectives.
- Guides managers in developing an operating, personnel, and capital budget as defined in the Budget Review Process.
  - Reviews proposed budget items prior to final submission.
  - Makes adjustments when necessary.
  - Reviews monthly revenue and expense sheets. Requests justification of variance from directors in actual versus budget.
  - Directs staff to justify yearly staffing projections prior to finalizing annual plans. Approves staffing plan and budget for fiscal year.
  - Recommends capital purchases to Chief Executive officer. Requests justification and budgetary status from directors.
- Serves as member of administrative team during contract negotiations.
  - Addresses area of practice and performance at the bargaining table.
  - Schedules appropriate focus groups/meetings to address issues and concerns relative to the Nursing Labor contract. Utilizes department directors and other resources to assess position and consequence of issues.
